Fairfield Village begins long-term planning process

A master plan is in the works, said Fairfield Village Neighborhood Council President Andy Ellard at the group's Aug. 6 meeting.
"If we want to continue to write grants to help people with things that will dramatically improve our neighborhood then we need to have a master plan ready for the next cycle of grant requests," Ellard explained.
Ellard pointed to the work already done with this year's grant proceeds that included money for a Unity Picnic attended by more than 100 people, a Youth Task force that provided subsidized lawn care for the elderly while providing employment for local teens, a community newsletter and funding for the coming Chalk the Walk — a kids sidewalk art fest at the library with the winner receiving a scholarship to the Flint Institute of Arts.
"How can the neighborhood not love what we're doing," Ellard asked.
Claude Miller, a retired city planner and Fairfield Village resident, will work on the plan with planners from the Genesee County Land Bank.
"The plan will not be complicated," Miller said. "The neighborhood will remain residential — there's no shopping centers coming in."
Ellard said some other ideas he's looking into include an elder legacy housing process that will allow people with no family to pass on their houses to the council to assure the property remains owner-occupied.
"This is a way for us to prevent rentals and eyesores by allowing the council to be sure the property is owner-occupied," Ellard explained.
Other ideas Ellard presented included intermingling neighborhood events like the recent triathlon held by the Flint River Corridor Alliance.
"We can promote activities like bike and walking trails with our neighbors in the College Cultural and Central Park associations," Ellard added.
Judy Hovey, chairperson of the beautification committee, reported the Keep Genesee County Beautiful $1,000 grant for a community garden at 909 E. Seventh St. was being returned because the property had not cleared bankruptcy yet.
"The grant will be reapplied for next year, when hopefully, the property will then be in the hands of the land bank," Hovey said.
She also said that there are three properties in the neighborhood scheduled for demolition before the end of this year.
"The property at 841 Ninth St. will be rehabilitated by the land bank," Hovey added.
According to Hovey, the rehabilitation is part of the Neighborhood Stabilization Program 2. The home will cost about $80,000 to rehabilitate and be sold for about half that amount to a buyer that meets the income requirements.
There was a discussion on handicapped ramps in the neighborhood because a recent ramp had to be torn down because it was too steep.
"Be sure to check with the Americans with Disabilities Act when building a ramp," Miller said. "It can tell you what the specification for the ramp should be before building it. Also check with the Red Cross and the Veterans Administration for financial help."
In other matters, Ellard encouraged members to attend the new Blue Badge Training offered by the city beginning Aug. 8. The program consists of six training sessions for residents interested in becoming police volunteers. Police volunteers assist the Flint Police Department with crowd and traffic control for major events, administrative duties, dignitary details and community relations.
Treasurer Dave Pierce announced that a $10 annual membership would be in effect when the bylaws are revised.
The group will meet next at 1 p.m. Sept. 10 at the Court Street Village Nonprofit Neighborhood House, 727 East St.
