Fairfield Village group hears about marketing plan

Fairfield Village Neighborhood Council members are in the beginning stages of developing a marketing plan aimed at potential buyers for the vacant homes in the 234 residential area bordering East Court Street on the north, Interstate 69 on the south, Gilkey Creek on the east and Interstate 475 on the west.
At the March 3 general membership meeting, Judy Hovey, beautification committee chairperson, said a group met to determine potential house buyers in the neighborhood.
"We're looking at the populations we need to go after," Hovey said. "We know that Mott Community College will continue to grow and its young professional staff will grow. The proposed MSU medical center will also need housing. Our neighborhood is perfectly located for these people."
"We are also looking at the large number of veterans that will be returning home needing housing. I am gathering information about GI benefits to see if there is a way to get low-interest mortgages for them. We're working to develop relationships with other groups so that when a housing need is identified, Fairfield Village will be considered as a possible choice," she said.
There are 11 homes vacant or in foreclosure, she said.
As part of their marketing plan, the group identified the neighborhood's assets — walking distance to downtown, the Flint Cultural Center, UM-Flint, the Farmers' Market and historic churches. Activities like the Crim Race and music and art festivals and bike trails, MTA bus routes and I-475 and I-69 also are assets.
The group acknowledged that Fairfield Village is a relatively safe neighborhood with low crime and an active safety watch. It has a high percentage of established owner-occupancy housing and diversity.
Hovey explained the group would continue to look for partners to market their area including realtors, nonprofits, landlords, the East Village Magazine, Salem Housing Community Development Corporation and the social media.
President Andy Ellard emphasized the need to let relatives, friends and co-workers know about available properties in the area.
"These make some of your best neighbors," Ellard said.
Vice President Claude Miller recommended the group also contact area churches.
"We need to be innovative," Miller said.
Councilman Dale Weighill (Ward 7) told the group about the current status of the city administration.
"Since the emergency manager took office Dec. 1, the mayor and city council have no authority," Weighill said, "but the city council is meeting again at 5:30 p.m. on the second Monday of the month in the Council Chambers on the third floor of City Hall. The public is invited to speak to us. Each person has five minutes."
He said a group contesting the appointment of emergency managers by the governor throughout the state filed a petition in Lansing.
"If the signatures are verified that could put Public Act 4 on hold until people vote on it in November. But a previous public act, Public Act 74, calling for an emergency manager would be the state's fallback position," Weighill added.
According to Weighill, Public Act 74 does not have the same breadth of power as Public Act 4.
In other matters, the group voted to approve a revised set of bylaws and scheduled the next meeting for 1 p.m. April 7 at Court Street Village Neighborhood House, 727 East St.
