Central Park discusses neighborhood, city issues

Guest speakers at the Central Park Neighborhood Association meeting were Pam Nelson, Genesee Health Plan, Jerry Bergler, Riverside Tabernacle, and Councilman Dale Weighill (Ward 7).

Nelson described benefits of the Genesee Health Plan that is partially funded by a county tax millage of 1 mil.

The plan provides affordable basic health coverage for more than 25,000 working adults who can't get insurance from their employers and don't qualify for Medicare or other state programs, Nelson explained.

The millage renewal will be on the November ballot.

Asked how the proposed Obama care plan would affect the Genesee Health Plan, Nelson said there would still be about 24,600 people who would not be covered under the federal insurance plan. The Genesee Health Plan would serve them.

Jerry Bergler, Riverside Tabernacle, reviewed the church's ministries. Besides a boys and girls club, the church opens their doors to the entire community on Tuesdays for their Storehouse Ministry that distributes food to 700 to 800 people each week.

The church offers a Summer Kids Connection program on Wednesday evening and a special class for mentally and physically disabled from 7 to 8:30 p.m. Fridays.

The group applauded the efforts of the church members who have been helpful in working on the association's projects.

Weighill told the group the council has not voted on issues since November 2011.

"There is no flow of information from the emergency manager. I get my information from looking at Mlive," Weighill said.

Weighill offered his cell phone number for members to call with neighborhood issues, but he warned that the chances of getting feedback from City Hall department heads was about 50-50.

President Jerry Rule reported progress on the UM-Flint Urban Alternative House. He said that Swank Builders were selected as the construction contractor and expected work to begin soon. Rule promised to e-mail members of the formal ground breaking ceremony when the date was announced.

Jerry Preston reported on the emergency manager's public hearing earlier in the day saying that a tentative fee for the street lighting assessment will be $74.22 per parcel, a change of $12.22 from the original estimate of $62.

According to the city, the change was necessary because of the reduction in the number of parcels upon which a special assessment can be levied.

Norma Sain, director of Court Street Village Nonprofit, said she favored nonprofits to share in assessments.

"Currently nonprofits and churches own a lot of real estate but are not taxed. We need to assess nonprofits," Sain said.

Rule reported on the recent President's Roll Call meeting held for neighborhood association presidents from across the city to begin working together on common issues.

"There was a lot of synergy at the meeting — a good turn out. We looked at Flint as one community because we all share the same problems across neighborhood boundaries," Rule added.

He encouraged others to join him and become a united voice for the city.

Nick Letterman reported on the safety committee members walking and driving through the neighborhood. He told the group he is working on getting young people involved.

A member said, "If young people know we're not going to put up with negative behavior, we can get some positive results."

Letterman said he hopes to launch his junior committees at the neighborhood picnic is June 23.

Sain reported that the house at 909 E. Second St. has been approved for demolition. The house at 920 E. Second St. is still waiting for approval from Michigan's State Historic Preservation Office.

Sain also requested the association request a grant to the Greater Flint Community Foundation to cover the costs for supplemental mowing of East Street Park and to provide funds for the newly initiated junior programs. The request was approved.

The group will meet next at 7 p.m. Aug. 9 at Court Street Nonprofit Neighborhood House, 737 East St.
