HDC reviews plans, discusses arsons

The Historic District Commission April 1 reviewed plans for properties and discussed the recent series of arsons.
Kevin Johnson, representing Carriage Town Ministries, presented updates to plans for 218 W. University. The property will serve as an extension for the ministries services. Johnson brought paint chips of the building and said he intends to paint the buildings its original maroon, as well as replace the existing doors and windows to models closer to the originals.
The commission approved the plans as presented with the understanding Johnson will return with plans for the exterior lighting.
Representatives from St. Paul's Episcopal Church, 711 S. Saginaw St., presented designs for a new LED sign.
Commissioner Freeman Greer voiced concern of a "growing problem with this type of signage in historic districts," referring to it as "signage pollution." Greer cited other LED signs downtown, including the ill-used MTA sign and the sign at the Christian Science Church.
The commission denied the plans but encouraged the representatives to return with other ideas.
Tim Monahan, Carriage Town Neighborhood Association president, presented plans for the Jackson Hardy House, 525 Garland St. The neighborhood association has spent $264,000 more than 16 years restoring the building, and needed the HDC to approve plans for solar panels. Approval would allow them to apply for a federal Neighborhood Stabilization 2 funds grant for the panels.
Monahan said the neighborhood association intends to make the property a community center, with office space available on the second floor. But the income of the neighborhood association will not cover operating expenses.
Howard Croft, CEO of Mid-Michigan Solar, addressed the group on behalf of Carriage Town and shared plans for the panels. While Croft said the panels "wouldn't zero-out the bill," they would relieve the burden of heating and cooling the 4,500 square-foot structure through renewable energy credits.
The group was concerned about the visual impact of the panels.
"If we can't put in the solar panels we'll have to board it up and put it on the market. And right now there is no market. There comes a point when you have to move into the 21st century," Monahan said.
Commissioner Dale Suomela cited the group's refusal of St. Paul's plans due to aesthetic conflict with the digital sign and said it would be contradictory to approve the panels.
"The worse thing we can be is inconsistent," he said.
The group denied Monahan‘s plans.
The group discussed the recent fires and lamented the loss of the David Fox House on Thayer and Glenwood, a piece of Flint's history and example of Italianate architecture. Greer proposed having a historical marker placed at the site.
Ryan Eashoo urged members to call him if they know any houses they feel are at risk of being burned down. Eashoo said he and others have been boarding up houses to discourage the arsonists.
