City negotiating with planning consultant firm

Although Mayor Walling didn't mentioned the firm by name, he told the master planning steering committee at its Feb. 7 meeting that the city is negotiating with the planning commission's top-rated consulting firm and expected that a contract would be signed within weeks.
The planning commission, Dec. 19, provided the mayor with the top three candidates after listening to eight firms present their proposals for becoming Flint's planning consultant heading up the city's master planning process. The commissioners' top pick was Houseal Lavigne Associates of Chicago.
In his presentation before the planning commission, John Houseal, principal of Houseal Lavigne Associates, suggested the master planning process was a great opportunity for Flint to re-brand itself.
"We'll open a downtown studio where people can come with their perception of Flint. It's not a city plan, but a people's plan we want to develop," Houseal said.
According to the mayor, the city is also negotiating with a person who will become the city's chief planner.
"This announcement will be made before the end of the week," Walling said. "The contract calls for the individual to start on March 5."
Steering Committee member Judy Hovey asked the mayor if he and Emergency Financial Manager Michael Brown would come to the committee and share their vision for the city for the next 10 years.
Mayor Walling accepted the invitation.
The group adopted a vision statement for its community engagement, which reads in part:
"Successful community engagement will "spark" the ideas and hopes of community members. People of all ages, races, socio-economic background and abilities, across all sections of the city, will be included and no one will be excluded."
Planners support team members Alicia Kitsuse and Christine Kelly warned the committee that they would soon be experiencing a dramatic upswing in activity.
"Right now it's slow moving," Kelly said. "Soon the pace will quicken to very fast as the chief planner and his associates take their places."
Steering Committee Co-chairman Jim Richardson announced Library Director Kay Schwartz will set up a planning resource area at the library. The library will assist in research, act as a depository for information and provide a kiosk with computer access.
