Citizens Nuisance Task Force has plan for improving city

Citizens Nuisance Task Force is a pain-in-the-neck to those it targets — like illegal businesses, absentee landlords who let their property deteriorate and graffiti artists. But for the general public and City Hall, the group is anything but an irritant.
The task force and East Side Business Association members met Feb. 29 with Howard Croft, newly appointed director of infrastructure and development for the city. Dale Scanlon, spokesman for the group, provided Croft and his team, including Jessie Buchanan and Tracy Atkinson, with a detailed plan for improving the city's gateways, removing deteriorating buildings and reinvigorating businesses.
The Eastside Main Street Reclamation Project I plan proposes collaboration with the Eastside Business Association and the city to improve the visual image of the East Side's main streets and stabilization of existing businesses.
"We want to be able to attract new business to the area," Scanlon said. "A successful outcome would enhance and enrich the surrounding neighborhood as well."
"We're also concerned with the gateways to the city from the expressway and the loss of landmark businesses like Gill-Roys on Davison Road," Scanlon continued. "We want to keep one of the two remaining supermarkets within the city — the Kroger on Davison Road and Franklin Street. Most East Side residents depend on that store."
Scanlon provided a notebook with photos and addresses of 55 sites targeted for demolition but put on hold because the city ran out of federal Neighborhood Stabilization Program 2 funds earmarked for demos.
"Today, there are no funds for demolitions," Buchanan said. "However, we're expecting that next month things will change and there will be more money coming in from Neighborhood Stabilization Program 3 (NSP 3) funds — about $1.5 million."
Besides the NSP 3 funds, there are also funds expected from the federal community block grant, but those are already earmarked for other parts of the city, said Buchanan.
"My concern is with the commercial properties," Buchanan said reviewing the plan. "I'm not sure if the NSP3 regulations will allow us to demolish commercial properties."
Scanlon provided a photographic display of the need to take care of main streets like Franklin and Davison Road on the East Side.
"We have an eyesore at our city's gateway," task force member Mike Tobias said. "The first impression visitors get when they exit the expressway are these awful structures and we're asking many of our visitors to invest in the community."
Scanlon asked if there were any unused demolition funds from other communities that Flint might be able to secure.
"We've reached our benchmarks in spending and I don't see anymore coming from the state," Buchanan said.
Atkinson told the group the city is looking at making the old Delphi site on the East Side and Chevy-in-the-Hole into renaissance zones with tax rebates for new businesses.
Croft said that he would be working jointly with the city planner to establish dedicated grant funding for the city for projects like the one proposed.
Croft thanked the group for taking the time to document their concerns and said he will be taking the information with him when the city's revitalization planning begins.
"We're meeting with the new city planner soon and these are great examples of areas to target," Croft said.
Scanlon thanked Croft and his department for the more than 300 demolitions that have already taken place on the East Side and volunteered his membership to help the city in their redevelopment efforts.
