Corrections facility programs discussed

The Flint Corrections Center's advisory group, the Community Liaison Committee, April 28 reviewed the center's population and its programs and discussed an environmental report about a proposed site for a new corrections center.

The group also discussed Project SEEK (Services to Enable and Empower Kids) and the search for a new facility director.

David Witter, acting director, said that the center, located in the YMCA, 411 E. Third St., supervises 198 inmates, including 80 who are electronically monitored in their homes.

According to Witter, the number of employed inmates is steadily rising and inmates are finding that they have more opportunities for employment than in the past. Some inmates have had several job offers in the past few months.

Of the 198 offenders, Witter said, 114 have full-time jobs and 20 have part-time jobs. Inmates earned $157,224.75 this year. Witter said the center has begun a job pact program with the Michigan Employment Securities Commission in Detroit. Four inmates have been hired through this program.

As part of their sentences, 16 inmates are performing community service. They have completed 4,284 hours of service so far.

The center is working with the Adopt-A-Highway project this year. Twelve inmates have volunteered to clean up Interstate 69, from Miller Road to Saginaw Street, and Interstate 475, from Broadway to Pierson Road. The center will be responsible for cleaning these areas at least four times a year.

Witter said that the escape rate among inmates has risen in the past quarter, but that this number is deceiving because most of the inmates who receive an escape ticket are ticketed because they are not where they are supposed to be or because they are late for check-in. Anyone who receives an escape ticket is automatically sent back to prison.

According to Witter, the percentage of positive drug tests for inmates has risen, but the percentage of inmates testing positive for "hard drugs," such as cocaine, has decreased. Most of the inmates who test positive are shown as having used alcohol or marijuana. Anyone who tests positive for drugs is automatically sent to a treatment program.

The Flint Correction Center is working with the Department of Social Services and the Department of Mental Health on Project SEEK, a program for the children of inmates.

According to Coordinator Carol Burton-Barnet, SEEK tries to break the inter-generational cycle of crime by improving the home environment of the children of inmates and by promoting pro-social behavior in these children.

SEEK helps meet the child's basic needs, acts as an advocacy group for the child with the care giver and other service agencies and it offers a violence prevention group for children 11 to 15.

Burton-Barnet said that there are 167 children in the program now, but 120 others are being monitored as a control group. Seven full-time and four contractual "project specialists" work with families to improve the home environment and prevent children from committing crimes.

In other action, the Community Liaison Committee discussed an environmental analysis of nine acres on James P. Cole Boulevard, north of Stewart Avenue, which the state is considering buying to build a new correctional facility.

Sandra Clark, of Young Environmental Cleanup, said that more testing must be done to determine if the land is environmentally safe before a sale can be completed.

According to Clark, an oil company was located on the northern end of the property. A 12,000-gallon fuel oil tank may still be underground and the ground must be further tested to determine the extent of soil contamination.

The group also discussed the search for a replacement for Kenneth Romanowski, former director, who was promoted to deputy warden of the Hiawatha Corrections Facility in Kinross. Romanowski had been at the Flint Corrections Center since 1986.

Witter said that the regional corrections office will determine who fills the slot, but it may be a month or more before a final decision is made.
