Opinion: Group recommends rezoning for Great Lakes Tech Center

The commission approved rezoning the Great Lakes Technology Center, 4000 S. Saginaw St., from G (heavy manufacturing) district to D-6 (general and highway commercial service) district.
Tracy Atkinson, Department of Community and Economic Development, was at the meeting because the city is acting as the applicant since there are several owners and parcels involved. The property has been given Renaissance Zone status as an incentive for new businesses.
No one from the public spoke.
Atkinson said that an environmental study had been done in April for the property to be eligible for Brownfield designation. The type of contamination found was determined by the state to pose no danger for the proposed allowed uses in a commercial district.
The commission recommended that the Flint City Council rezone the property because the proposed zoning would be a less intensive use of the land.
The group got a revised draft of a memorandum of understanding from the mayor on the Master Planning Initiative. It included many of the provisions the commission suggested although there were some differences around the name of an auxiliary group. Some commissioners thought the term "advisory group" was more accurate to the intended role than "steering committee." There was some discussion about how people would be identified to serve on that group.
The draft memorandum of understanding contained language saying at least two-thirds of the people must be Flint residents (presumably others would be business owners or have a similar stake in Flint) and as a whole it should reflect the community in terms of race, age, gender, etc.
The draft was headed to the city council for feedback.
Commissioners asked Atkinson about what funding proposals had been submitted or were in the works besides the large grant from HUD that was previously awarded.
She responded that the city has submitted a proposal to the Ruth Mott Foundation. She agreed to provide the planning commission with a copy of what was submitted.
The draft memorandum of understanding indicates that the planning commission is to have some input on funding requests, at least in terms of the conceptual level.
Commissioners are meeting with their city council members to get their input on a potential ordinance that would clarify what is permitted under the state medical marijuana law.
The group will meet next at 6 p.m. Feb. 8.
