East Court group discusses bylaws

The College and Cultural Neighborhood Association March 19 discussed bylaw changes, Kearsley Park and grant updates.
A series of bylaw changes were passed by the group, including a $10 a year membership fee, rather than $12.
The group will also hold at least four meetings a year and the treasurer will write a written report with copies available to members at each meeting.
Another amendment changed the amendment procedure. Instead of a two-thirds vote of members present after being presented to an executive committee amendments will be presented to the group at two consecutive membership meetings and then be passed by a two-thirds vote of the members present.
Kay Kelly, fired as Kearsley Park director by former Mayor Donald Williamson last year, said she had been rehired.
Kelly said part of development in the park will include pavilion roof restoration so historic designation can be sought.
She also said an official ribbon cutting ceremony will be held May 16 to dedicate a trail connecting Burroughs and Kearsley parks.
President Sherry Hayden told the group that Bishop Trust funds could be used to buy new signs for the neighborhood. The old S.C.A.T (Security Court Action Team) signs may be used to say "welcome to the neighborhood" or "patrolled by two police departments."
The group also approved the submission of a grant to Keep Genesee County Beautiful for $500 to open another neighborhood garden at the triangle of Windemere, Commonwealth and Montclair streets.
An additional $95 was donated for mulch and replacing perennials in existing gardens.
In other news, Suzi Davidek, the group's treasurer resigned. A new treasurer will be elected at the May meeting.
